科学核算大气环境容量对于改善大气环境质量有重要意义。运用修正A值法,在充分考虑干沉积、湿沉积等因素对污染物质量浓度的影响的情况下,计算了阿拉善高新技术产业开发区SO2和NOx的大气环境容量,并结合污染物实测浓度和污染物排放量进行了环境容量合理性分析。结果表明:基于修正A值法计算得到的阿拉善高新技术产业开发区SO2和NOx大气环境容量分别为1.12万t和0.499万t,SO2和NOx环境余量分别为0.908万t和0.014万t,这与实际监测浓度低于环境空气质量二级标准限值的现实情况相一致。高新区地理位置特殊,且每年都有新企业和新项目入驻,短期内以煤和天然气为主的能源结构无法改变,SO2和NOx虽都有环境余量,但污染控制压力仍较大。下一步,环保部门要继续加大监管力度,严格“两高”项目环评审批,重点审核污染防治措施和污染物区域削减措施的有效性,确保污染物排放量不出现反弹。 |

Scientific calculation of atmospheric environmental capacity is of great significance for improving atmospheric environmental quality. Using the modified A-value method,taking into account the influence of dry deposition,wet deposition and other factors on the concentration of pollutants,the atmospheric environmental capacity of SO2 and NOx in Alashan High-Tech Industrial Development Zone was calculated,and the rationality of environmental capacity was analyzed in combination with the measured concentration of pollutants and pollutant emission. The results showed that the atmospheric environmental capacity of SO 2 and NOx calculated by the modified A-value method was 11200 tons and 4990 tons respectively. The environmental allowance of SO 2 and NOx was 9080 tons and 140 tons respectively,which is consistent with the actual monitoring concentration to reach the environmental air quality standards. The high-tech zone has a special geographical location,and new enterprises and new projects are settled every year. In the short term,the energy structure dominated by coal and natural gas cannot be changed. Although SO2 and NOx have a surplus,the pressure of pollution control is still large. In the next step,the environmental protection department should continue to strengthen supervision, strictly review and approve the environmental impact assessment of high energy consumption and high emission projects,focusing on the effectiveness of pollution prevention and control measures and measures to reduce pollutants in areas,and ensure that the pollutant emissions do not rebound. |
