人工智能和大数据驱动的机动车排放监管体系探析

      以机动车排放监控平台为主要技术手段的机动车排放监管方式越来越广泛地被国内环境管理部门采用,其有效提高了环境管理效能。但随着信息技术的发展和管理要求的提高,该方式人力成本高、数据利用率低、存在信息孤岛等问题逐渐显现。针对现代城市机动车污染管理特征,可建设以人工智能与大数据分析技术为驱动的“天地车人”一体化监管体系:借助机器学习、智能识别等人工智能技术方法,实现城市尺度下的机动车污染监管需求大数据场景转化,降低人工投入,提高管理效率;通过深化大数据分析技术应用,建设机动车污染防治大数据资源库,构建机动车污染防治辅助决策体系,推动实现智慧决策、智慧监管、智慧执法,提升机动车污染监管效率和效果,丰富空气污染治理衍生应用。
英文摘要:
      The regulatory approach based on the vehicle emission monitoring information platforms is increasingly widely adopted by domestic environmental management departments, which effectively improved the environmental management efficiency. However,with the development of information technology and the improvement of management requirements,its shortcomings such as high labor costs,low data utilization,and information barrier have gradually emerged. Focusing on the characteristics of modern urban vehicle pollution management,this study proposes that an integrated regulatory system involving the " sky,earth,vehicles, and humans" could be constructed,which driven by artificial intelligence technology and big data analysis technology:(1) with the help of artificial intelligence technology methods such as machine learning and intelligent recognition,the transformation of big data scenarios for motor vehicle pollution control needs can be achieved at the urban scale, reducing labor investment and improving management efficiency;(2) the application of big data analysis technology need to be deepen to build the big data resource inventory for motor vehicle pollution prevention and control and the decision-making assistance system, which is conducive to promoting the implementation of smart decision-making,smart regulation,and smart law enforcement,improving the efficiency and effectiveness of motor vehicle pollution regulation,and generating rich applications for air pollution control.
